This is the second highest rank in the new universal federation.
Or the highest below the creator.
Aside from general starfleet duties, High Command are Kathryn Janeway's second in command of the new universe.
This is the rank of the first fleet, Starfleet High Command.

Daniels Adama.
Rank Deputy C'n'C, High Admiral. Position Universal Starfleet 2nd in command.
Other than being part of high command and thus jointly 2nd in command of the new universe, Admiral Daniels Adama also commands Co Commands Starbase GXP-01 along with The Borg Queen & Destiny

Rank Deputy C'n'C High Admiral. Position Universal Starfleet 2nd in command.
Matthew is the husband of Universal C'n'C High Admiral Kathryn Janeway.
Although he is joint 2nd in command, he would rather not be refered to by his rank, as his first love is for Engineering. He conciders him self one of the team and would rather be tinkering with ships and assisting in the development of new technologies, rather than the burden of command.
But stay on his good side or he will pull rank.
He is currently in command of Starbase 157 Alpha |

Voyager_Elizabeth_Janeway.
Sister to Kathryn Voyager Janeway and Voyagers AI.
Ranks Deputy CnC High Admiral, onboard voyager is referred to as Commander.
Voyager Elizabeth Janeway is the humanoid AI of the USS Voyager and linked to her other self, Kathryn Voyager Janeway who has AI abilities.She has the form of a ten year old child and identical twin appearance to Kat. She is one of Kat's sisters alongside Rommy. She was made mostly human and Immortal like Kat and everyone else and created memories were given to High Admiral Janeway so it was as she and Kat truly are twins. But only the immediate family and crew know the truth of how she was created. Like Kat is human for the most part but made AI as well upon her birth, Voyager is exactly the same. The two can function together if needed by the ship or apart. She is one of the adopted daughters of the High Admiral.
And although still only a child, she has been given the rank of Deputy CnC as a member of the first fleet and Universal Starfleet High Command
She is the first officer to Kat onboard USS Voyager 1 NCC-74656, their ship self. |

Kathryn is the counterpart of the CnC but has taken on the role of Deputy CnC and joined forces with the first fleet and high command onboard her duplicated ship. |
